COALVILLE — Two Sacramento men were charged Wednesday with possessing almost 8 pounds of "a black substance" testing positive for fentanyl that was recovered during a traffic stop.

The men were driving a Toyota Camry east on I-80 when they were stopped by a Summit County sheriff's deputy while passing Echo Reservoir on Monday.

The car was registered to driver Kang Vang, 37, with Jack Phu Her, 35, as a passenger. The deputy "saw the vehicle make two consecutive lane changes without using the turn signal for the required two seconds," and a database search revealed the car wasn't insured, according to police booking affidavits.

The deputy "observed facts" during his stop "that made (him) believe that the driver and passenger were involved in criminal activity," though the affidavits don't specify what those were. A drug dog was used to sniff around the car and the deputy found a "Ziplock baggie concealed in a T-shirt," with eight bundles, "each containing a black substance that later tested positive for fentanyl," the charges state.

The package weighed around 7.75 pounds, according to court documents.

Kang and Her were arrested and charged with possession of a controlled substance, a second-degree felony, but because of the large amount, the U.S. District Attorney's Office will screen the case for potential federal charges. Both men are being held without bail due to being a flight risk, court documents say.
