WEST VALLEY CITY — A 70-year-old man trying to cross 3500 South against the light was hit and killed Sunday by a woman driving on a denied license, according to police.

Troilyn Stacy Patricia Rascon, 52, initially drove off, but later returned to the scene of the crash and turned herself in, according to a police booking affidavit. She was arrested and booked into the Salt Lake County Jail for investigation failing to remain at the scene of an accident involving death and driving on a denied license.

West Valley police say a man was crossing 3500 South near 1940 West about 8:20 p.m. and did not have the right of way. Surveillance video from nearby businesses shows he was hit by a 2012 Cadillac CTS.

"It was dark outside, and the male was wearing dark clothing," officers noted in the affidavit. "Troilyn did not stop and continued to the area of 3600 W. 3500 South. She pulled over in a parking lot and called her sister who responded to Troilyn's location. They left Troilyn's vehicle in the parking lot and returned to the scene of the crash where Troilyn turned herself in.

"Her vehicle was heavily damaged, and she stated that she knew she hit something," according to the affidavit.

Police had not released the name of the man who was killed as of Sunday night.
