Man arrested in connection with July hit-and-run crash

KEARNS — A man has been arrested for his alleged involvement in a hit-and-run crash that put a woman in the hospital for several weeks.

On July 21, just after midnight, a vehicle was headed west on 5400 South, near 4163 West, when the driver lost control, hit a pole, jumped a median and crashed into an eastbound car, surveillance video footage shows.

Police say the three people in the westbound vehicle exited the car and fled the scene on foot.

Tamyah Salazar, 25, was hospitalized for more than three weeks from fractures on her face, ribs, neck and spine, along with a brain injury and a spleen bleed. Her two friends who were also in the car that was hit suffered bruising and broken bones.

The Unified Police Department announced Thursday they located the suspected driver on Aug. 29 after weeks of investigating tips.

Luis Sebastian-Enciso was taken into custody on charges from another agency and is refusing to cooperate with Unified police, detective Ken Hansen said.

Sebastian-Enciso is being investigated for charges of negligently operating a vehicle resulting in injury, accident involving property damage, accident involving serious bodily injury, and obstruction of justice.

Sebastian-Enciso was also one of three people arrested in 2019 in connection to the shooting death of Kearns football player Neko Jardine. Court documents show he was already behind bars for parole violations and was charged in November 2019 in connection with a separate shooting and brawl.

Police also said a man named Christian Enciso is being investigated for a charge of obstruction of justice for claiming to be the driver of the vehicle the night of the accident.

Correction: An earlier version incorrectly spelled Luis Sebastian-Enciso's last name as Sebastain-Enciso.
