KANAB — A registered sex offender in southern Utah is facing new charges after police arrested him and accused him of possessing child sex abuse material and a child sex doll.

Tyi Kay McKinlay, 43, of Kanab, was charged Thursday in 6th District Court with 15 counts of sexual exploitation of a minor, a second-degree felony, and possession of a child sex doll, a class A misdemeanor.

A Kane County sheriff's detective on Wednesday, "discovered dozens of child sex abuse material files on (McKinlay's) cellphone," according to charging documents.

The investigation began a few weeks ago when the Internet Crimes Against Children task force received a tip from the National Center for Missing and Exploited Children that McKinlay had downloaded hundreds — possibly over 1,600 — files of child sex abuse material to his email account, a police booking affidavit states.

A search warrant was served on McKinlay's home on Wednesday, where police reported finding a child sex doll in a closet.

"The doll has a child's head … and is intended for sexual acts," according to the affidavit.

Investigators also found pictures of local girls in the home.

"McKinlay has in his possession pictures of minor girls who reside in the community. Taken in context with his alleged crimes of sexual exploitation and possession of a child sex doll, your affiant's opinion is that he poses a risk to minors in our community," the arresting deputy wrote in the affidavit.

McKinlay was convicted of child sex abuse in one case and child sex exploitation in a second case in 2004, according to Utah court records. He was sentenced to one to 15 years in the Utah State Prison and was released in 2015. Because of his convictions, McKinlay is required to register with the Utah Sex Offender and Kidnap Registry.
