HURRICANE, Washington County — Hurricane Mayor Nanette Billings, in Washington County, is leading an effort to establish term limits for local elected officials with a proposed ballot initiative that could reshape the city's leadership structure. If successful, the initiative will limit City Council members and mayors to two consecutive terms. Billings hopes the measure will increase civic participation and new perspectives in local governance.
"A ballot initiative comes from a citizen, not from the mayor. I'm talking to you as a citizen," Billings told St. George News. "I talked to my council as the mayor a couple months ago, and I just said I feel like the term limits are very valuable."
The initiative, which will be on the November 2025 ballot, should the required number of signatures be gathered, is being spearheaded by Billings. She said this effort is part of her commitment to encourage community engagement and prevent long-term incumbency from stifling opportunity. Billings said she believes term limits will allow for a more equitable political system.
"You get fresh ideas, you get a diverse perspective, you also replace ineffective people," she said. "You have the opportunity for corruption if people are there a long time."
